Ok. here' where I've gotten so far with this so far:
the latest patch 1.0.7.0 has broken most mods.
A big issue with the latest patch for GTA IV is that cutscenes are completely ruined because there's almost 99% bloom filling the screen. People have resorted to either disabling enbseries (Shift+F12) during cutscenes which brings down the bloom a bit (still not good enough) or downgrading GTA IV to version 1.0.4.0. Both solutions are pretty bad, with one you aren't really doing anything, with the other you're getting great graphics but you lose multplayer and the ability to connect to Games For Windows Live (seriously puts your save games at risk). Looking at installing IcenHancer 1.25 and Mod IV Real next.

Meanwhile, watch this in 720p and tell me you are not impressed :)

After hours of trying out mods, backing up 15 gigs and restoring multile times, I've come to the conclusion that there's no way to get the awesome graphics shown in the videos above without downgrading to ver. 1.0.4.0

So after a clean install and patching to 1.0.4.0 I tried gain. Immediately got results!

Using:
Icenhancer 1.35 (Very High profile)
NYC Mega Car Pack
DKT70 Road Textures

The game kept crashing with the car pack installed, had me stumped till I found patch. Make sure to download this patch and apply the files for your version of GTA IV:
NYC Mega Car Pack Patch 1 (includes patches for 1.0.4.0 & 1.0.7.0)

Since I set the game settins to their highest level, set anisotropy to 16x chose the very high icenhancer profile and had the car pack installed, my framerates were not so hot: 30 fps @ 1920x1080 without Antialiasing, 30fps 1280x720 with antialiasing.

but the graphics quality? Holy crap!!!!!!!!!!

I literally felt like I was playing a different game, GTA 4.75!

If anyone wants to see pics let me know but I need to get a life and get out of the house tonight.

The minimum for a mod like enbseries or icenhancer:
quad core i7 overclocked to 4Ghz (core i7 920 is good)
8gb ram
gtx580 or gtx660ti
